31520.  (a) The department shall adopt and enforce regulations
relating to the safe loading, securement, and transportation of loads
consisting of baled cotton, baled paper, and baled jute.
   (b) No person shall transport or cause to be transported any of
these products in violation of the regulations promulgated hereunder.
