23670.  A court shall not order or refer any person to any program,
including an alcohol and other drug education program or a program
licensed pursuant to Chapter 9 (commencing with Section 11836) of
Part 2 of Division 10.5 of the Health and Safety Code, or to a
provider of a program, in which any employee of the court has a
direct or indirect economic interest.
